Abstract

The integration of technology into football officiating has significantly reshaped the referee decision-making environment. The Video Assistant Referee (VAR) system was introduced to improve decision accuracy and fairness by assisting referees in situations involving clear and obvious errors. Despite its implementation in Malaysian professional football, debates remain concerning decision consistency, referee authority, procedural transparency, and public confidence in officiating. Existing research on VAR has predominantly emphasised decision accuracy and spectator reactions, while limited scholarly attention has examined VAR as a governance and decision-support mechanism within developing football systems. This paper proposes a conceptual framework explaining VAR implementation in Malaysian professional football by synthesising officiating regulations, competition guidelines, and institutional policies. Rather than viewing VAR solely as a technological tool, the study positions it as an institutional mechanism that restructures officiating processes and redistributes decision authority between on-field referees and video officials. Drawing on sport governance and decision-support perspectives, the framework identifies four interconnected dimensions influencing officiating outcomes: decision consistency, procedural adherence, referee authority, and officiating credibility. The paper argues that the effectiveness of VAR depends not only on technological accuracy but also on the alignment between regulatory protocols, referee interpretation, and organisational governance. By conceptualising VAR within a broader officiating system, the study contributes to sport governance literature and provides a theoretical basis for evaluating officiating technology in emerging football leagues. The framework offers practical implications for governing bodies seeking to enhance transparency, referee development, and stakeholder trust in professional football competitions. This paper is conceptual in nature and is based on a theoretical interpretation of existing regulations and scholarly literature rather than empirical data collection.
